About the Opportunity

LEGLE invites qualified candidates to apply for a Legal Consultant (ETC2) based in Washington, DC. The selected candidate will work under the supervision of the LEGLE Chief Counsel.  The ETC will be a lawyer who can operate independently to handle legal and policy issues related to the Bank’s operational work while collaborating with other lawyers within LEGLE and LEG as a whole.  

Roles and Responsibilities

  • The Extended Term Consultant, under the supervision of the Chief Counsel and other Counsel, will:
  • Draft legal agreements and other legal documents for projects in the ECA Region with a primary focus on Ukraine.
  • Prepare legal memoranda on relevant legal issues for projects in the ECA Region with a primary focus on Ukraine.
  • Conduct legal research on relevant issues of law.
  • Review operational documents, including ensuring compliance with applicable policies and procedures, identifying legal risks and issues and proposing solutions/mitigation measures.
  • Advise teams on the application of World Bank policies and procedures.
  • Provide guidance to administrative staff and/or paralegals on the processing of documentation.
  • Participate in project/program-related or country-related meetings and negotiations.
  • Oversee routine contract management tasks (e.g., monitor conditions of effectiveness) and other legal monitoring activities related to Investment Project Financing, Program for Results and Development Policy Financing operations, etc.
  • Review translations from Ukrainian to English and vice versa of legal documents and other routine and specialized correspondence, for accuracy and offering relevant comments.
  • Carry out any other complementary duties assigned by the Counsel(s).

Essential Qualifications

  • An LLM degree, J.D. or equivalent and qualified to practice law.
  • Minimum five (5) years of experience in administrative law, contract law, international law, and/or commercial transactions and negotiations.
  • Excellent legal research, writing, analytical and communications skills.
  • Excellent interpersonal skills.
  • Familiarity in the use of varied legal research sources (including electronic sources on the Internet) and other databases.
  • Fully proficient in computer skills, particularly in using word processing software, information databases, internet services, and library sources.
  • Ability to work well as a team member in a multi-cultural and multi-ethnic environment.
  • Ability to work under time pressure and to juggle multiple tasks within tight deadlines.
  • Familiarity with the Ukrainian legal system and Ukrainian law.
  • Fluency in written and spoken English and Ukrainian or Russian is required, as well as excellent drafting skills. Additional languages (French or Spanish) are desirable.
